"regardless to" is the one that sounds awkward because it's utterly ungrammatical. However, "regardless of", aside from being grammatically correct, sounds quite appropriate to my ear. The "regardless of whether or not" is awkward, and it feels like bad grammar, but i can't think of a better way to say it.
